Sourcing and Recruting Employees vs. Independent Contractors

Can anyone give me some good practices on recruiting independent contractors? Are there job boards, networking tools, or social events that are targeted towards independent contractors? What are the issues that you have found in recruiting independent contractors?

I have actually found a number of independent contractors on Craiglist (CL), linkedin.com and guru.com. You will find many are posting on the job board looking for work. The main issue I have experienced with recruiting contractors is the end of the assignment. Many are not prepared for another period of "unemployment" therefore may attempt to stretch the assignment out.

There are a few sites that are good like sologig.com or contractengineering.com
Once key element is recruiting contractors for contract jobs, not unemployed direct hires for contract jobs. They tend to go through the motions and not take the job seriously as they are still searching for a direct hire job, so thus they can tarnish your reputation. Where as a contractors motivation is to do the job in the time alloted and make a good impression on you so you can flip them over into another job once the assignment is over.

There are numerous ways of resourcing and recruiting contractors on a direct basis, the obvious one is to use the contacts of current employees by perhaps offering a reward for recommendations that turn into hires. One of, if not the, best systems I've come across for a long time is www.zubedjobs.com which has been set up specifically to provide employers with direct access to job seekers both contract and permanent.
